ORGANIZATION OF TRAINING OF NON-MILITARY CIVIL DEFENSE FORMATIONS (70–80s OF THE XXth CENTURY)

Abstract

The organization of training of management and personnel of the object formations of civil defense is important in the context of creating the general capacity of business entities to take measures to eliminate the consequences of emergencies. The formations include employees of business entities on a non-professional basis, who do not have formed competencies to perform special rescue and recovery work. This creates a need to ensure a high level of their preparation for tasks in the field of civil protection, development of common approaches to training this category. An attempt is made at retransmitting the experience of training non-military civil defense formations in the 70–80s of the twentieth century, as the country has had significant work on the outlined issues. The purpose of the work is to analyze the regulatory and legal support for the functioning and training of non-military formations of civil defense in the 70–80s of the twentieth century in the civil defense system. Methodology – the principles of unity of historical and logical, sequence, continuity, connection of theory with practice. The scientific novelty lies in the actualization of productive approaches to the training of non-military formations of civil defense in the 70–80s of the twentieth century on the modern practice of training civil defense formations. Conclusions. It is important in the organization of training of employees who are part of the formations of civil defense, to have a quality planning of special training, development of the necessary supporting software. When developing special training programs for business leaders, it is advisable to follow a modular approach with the definition of general and special topics for the formation of different purposes. Wide application of civil protection standards will serve to develop general approaches to the evaluation of personnel actions. The subject of further research will be to outline the individual topics of the general and special components of the special training program for employees who are the part of specialized services and formations of civil defense.
